Communities in Balochistan face grave development challenges due to several reasons including security, rising militancy, geopolitical situation, poor governance and weak policies, and abject poverty. The Community Led Local Governance (CLLG) Policy is an initiative by the Government of Balochistan to address the challenges of poverty and lack of public services by creating an environment where communities can access public funds and address their developmental issues effectively, by empowering citizens to actively participate in decision-making processes and contribute to their own development.

Section 87 of Local Government & Rural Development Act 2010 Balochistan amendment provides for the composition and continuity of local government institutions in Balochistan and consolidates local government legislation and provides related requirements. The Section 87 has been amended in 2022 to officially acknowledge the crucial role played by Community Institutions (CIs) in local development and decentralized governance.
